CBD Packaging for Hemp Brands: Formats, the 2026 Hemp Rules and Minimums

CBD packaging for a hemp brand is usually barrier pouches such as CBD mylar bags (flower, gummies), a printed folding carton or rigid box (oils, tinctures, sets), and a printed mailer for online orders, with a certified child-resistant closure where the market requires one and panel space for each state's label. Our custom runs start at 5,000 per design.

Quick answers

  • Formats: barrier pouches, printed cartons and rigid boxes, corrugated mailers.

  • Minimum: 5,000 per design for printed bags, 5,000 per structure and artwork for boxes and mailers.

  • Child resistance: certified formats where required, each with its CPSC 16 CFR 1700.20 test documentation.

  • Lead time: most runs ship in 20 business days after proof approval; die cut mylar bags in 14.

  • The federal change: according to the Congressional Research Service, a new hemp definition measures a 0.4 mg limit per "container", meaning the innermost packaging. Parts of it start November 12, 2026, and the container limit was delayed to December 11, 2026. Check the current status before you finalise artwork.

The problem: one product, several rulebooks

CBD crosses state lines, which means more than one state's labelling rules can apply to the same bag or box. A layout that works for one retailer can be wrong for the next.

Then there is the federal layer. The FDA says THC and CBD products are excluded from the dietary supplement definition, that it is a prohibited act to introduce into interstate commerce any food to which THC or CBD has been added, and that selling unapproved products with unsubstantiated therapeutic claims violates the law. So the words on the box are part of the compliance problem, not just the artwork (FDA). The federal definition of hemp is also changing, and it now refers directly to the packaging.

And there is the physical problem: CBD flower and edibles lose potency to light, oxygen and moisture. The job is a pack that protects the product, leaves room for more than one state's label, keeps claims plain, and is documented if it has to be child-resistant.

Custom CBD packaging: the formats

Custom CBD packaging falls into five groups. Most hemp brands end up using two or three of them.

CBD mylar bags

Our CBD mylar bags are a laminate: a polyester outer layer for print and strength, a metallised barrier that blocks light and oxygen, and a food-grade polyethylene inner layer that heat seals. Thinner film suits fast-moving flower; thicker film holds edibles and pre-ground for longer.

  • Stock bags: stand-up and flat pouches in 3.5g, 7g, 14g, 28g and 1lb, custom sizes on request. Matte or gloss, window or opaque, with a resealable zipper on every size. Sizes go by product weight, not dimensions.

  • Custom printed bags: full-bleed print in up to 8 colours, matte, gloss or soft-touch, spot finishes, in a standard or die cut shape.

  • Child-resistant bags: a certified CR zipper with CPSC 16 CFR 1700.20 test documentation, a tamper-evident tear notch, and room for state warning panels in the layout. Standard zippers are not child-resistant.

CBD boxes and cartons

For oils, tinctures and boxed edibles, the workhorse is a printed folding carton. Tincture and oil boxes are common on the market, and our carton line is quoted to your product's dimensions, with an insert cut to the product.

Where child resistance matters, we make child-resistant cartons in push-and-pull and side-squeeze styles, with certified versions carrying CPSC 16 CFR 1700.20 documentation. A certified outer carton means the item inside doesn't have to be CR on its own. The caveat: some states accept a CR carton with non-CR items inside, and others want the primary container to be CR. Check before you commit to a format.

Gift sets and premium boxes

For sets and bundles we make two retail structures:

  • Master box sets: rigid greyboard wrapped in printed paper, matching inner boxes, a magnetic or lift-off lid, with soft-touch, foil and embossing available.

  • Drawer boxes: a slide-out tray in a printed sleeve, with a paperboard or moulded pulp insert cut to the product.

Master box set if the unboxing is the product or you are bundling several items; drawer box if you want a reveal at a lower price point.

Mailer boxes for online orders

Our custom mailer boxes are roll-end tuck-top E-flute corrugated, white or kraft, self-locking and shipped flat, printed inside and out. Stock sizes cost less because there is no tooling; heavy or fragile products get B-flute or an insert. Mailers aren't usually the CR layer; the product inside is.

Gummies and vape cartridges

CBD gummies have their own pouch and carton decisions, covered in custom gummy packaging. For cartridge boxes and CR cartons, see vape cartridge packaging.

What has to fit on the pack

Good CBD packaging design starts with the panels, not the logo. Because more than one state's rules can apply, we leave panel space at design stage rather than cramming it in later, which saves a reprint when a new state asks for different copy.

  • Child-resistant and tamper-evident are different features. Child-resistant means tested so young children cannot open it. Tamper-evident means it is obvious if it has been opened.

  • State rules differ. Confirm with your state regulator before printing. See our cannabis packaging regulations guide.

  • Keep the front panel plain. Given the FDA's position on unsubstantiated therapeutic claims, health language stays off the box.

  • COA QR codes. Many CBD brands add a QR code linking to the certificate of analysis. It is common practice, not a requirement we can cite, but tell us at layout stage so it gets a clean, scannable spot.

The 2026 federal hemp change and your container

Status as of November 2026. All points in this section are from the Congressional Research Service report IF13136, Changes to the Statutory Definition of Hemp and Implications for Agricultural Policy, updated September 28, 2026.

According to the CRS, P.L. 119-37 (enacted November 12, 2025) amends the statutory definition of hemp to a total THC concentration, including THCA, of not more than 0.3 percent on a dry weight basis, replacing the 2018 farm bill's delta-9 THC measure.

The part that touches packaging: under the new definition, final hemp-derived cannabinoid products containing more than 0.4 milligrams combined total per container of total THC and other cannabinoids with similar effects are excluded from hemp. The law defines "container" as "the innermost packaging in direct contact with a final hemp-derived cannabinoid product for retail sale." Products containing cannabinoids not capable of being naturally produced by the plant, or synthesized outside the plant, are also excluded. The CRS notes that excluded products would be regulated as marijuana under the Controlled Substances Act.

The CRS reports the change was originally scheduled for November 12, 2026. P.L. 119-103, passed September 2, 2026, delays portions of the definition to December 11, 2026, while the exclusion of products with cannabinoids not capable of being naturally produced by the plant still takes effect November 12, 2026. The FDA was required to publish cannabinoid lists and additional information about the term "container", and as of September 28, 2026 it had not. Bills to delay further or repeal the change are pending.

For a packaging supplier the point is narrow: "container" now has a legal meaning, and it is the pack we print. We don't give legal advice. Check the current status, and talk to your counsel and your state regulator, before you finalise pack size and artwork. We print to the spec you confirm.

Child-resistant CBD packaging: certified or CR-style

Plenty of packaging is sold as "CR-style" with no report behind it. A certified format has been tested under CPSC 16 CFR 1700.20, which uses a child panel aged 42 to 51 months and a senior adult panel aged 50 to 70 (eCFR, 16 CFR 1700.20). Under 16 CFR 1700.15(b), child-resistant effectiveness must be not less than 85% without a demonstration and not less than 80% after a demonstration, and senior adult use effectiveness not less than 90%.

The certificate belongs to a specific part: on a CR pouch, the zipper is the tested part; the heat seal above it is the tamper-evident part. Check three things:

  1. Certified or just CR-style? Ask for the report. If the answer is a brochure, it isn't certified.

  2. Which layer has to be CR? Some states accept a CR carton with non-CR items inside; others want the primary container to be CR.

  3. Airtight is a separate spec. A CR closure does not make a pack airtight.

Our certified formats come with their test documentation, sent before ordering if you like. For jars and bottles, see child-resistant caps and closures.

Wholesale CBD packaging: minimums, price and lead time

  • Minimums: 5,000 per design for custom printed bags. 5,000 per structure and artwork for boxes, and 5,000 per size and artwork for mailers. Plain stock bags start lower and are quoted alongside.

  • Tooling: custom die lines carry a tooling cost, quoted separately. A custom mailer size adds a die line and a proof step.

  • Price: mylar bags run $0.35 to $0.95 per unit at a minimum of 5,000 per design. Size, finish, colour count, die cut shape and a certified CR zipper decide which end you land on. Boxes, mailers and child-resistant packaging are quoted individually. See pricing.

  • Quantity: tooling, plate setup and press makeready spread across a longer run, so the jump from the minimum to double the minimum is usually the largest single saving. We quote at two or three quantities.

  • Lead time: most runs ship in 20 business days; die cut mylar in 14. Boxes and mailers run 20 business days after proof approval.

  • Freight and origin: made in China, quoted ex-works, with US shipping. Freight and duty are quoted with the order; sea freight is the default, air is available.

  • The format (bag, carton, rigid box, mailer).

  • Quantity per SKU, even a rough range.

  • Dimensions, or the product the packaging has to fit.

  • Whether your state requires CR certification.

  • Where the artwork is at (finished files, a brief, or nothing yet).

Send it through the quote form, or email hello@firstrunsupply.com.
