A CBD pre-roll is a joint filled with hemp flower that is high in CBD and under 0.3 percent delta-9 THC. It doesn't get you high. People smoke them for the calming effect, to cut down on nicotine, or to get the ritual of smoking without being impaired. They sell online and in smoke shops in most US states. Here's what's in one, how they compare to THC pre-rolls, what they cost, and what the label should tell you.
What's actually in a CBD pre-roll
Ground hemp flower in a pre-made cone with a paper filter tip. The flower is a cannabis plant bred for CBD instead of THC, so a typical batch runs 12 to 20 percent CBD and under 0.3 percent delta-9 THC by dry weight.
That THC limit is what makes it hemp rather than cannabis under the 2018 Farm Bill. It's low enough that you won't feel intoxicated, but it is not zero, which matters for drug testing. More on that below.
Sizes match the THC market: 0.5g and 1g singles, and 5 or 10 packs of 0.35g minis. The cone formats and pack maths are the same as any other pre-roll, covered in pre-roll packs and mini pre-rolls.
What it feels like
Most people describe it as a physical settling rather than a head change. Relaxed shoulders, slower breathing, no euphoria and no impairment of coordination or judgement. Onset is fast because inhalation puts CBD into the bloodstream within minutes, and it fades over two to three hours.
Compared to CBD oil or gummies, smoking gets there much faster and wears off much sooner. Compared to a THC pre-roll, the difference is obvious and immediate: there is no high.
Two honest caveats. The research on inhaled CBD is thin compared to the research on oral CBD, and we are not making a medical claim. And smoking anything means inhaling combustion products, so it is not a health-neutral act regardless of what's in the paper.
CBD pre-rolls vs THC pre-rolls
Effect. CBD: no intoxication. THC: intoxication. This is the whole difference.
Legality. CBD hemp pre-rolls are federally legal under the current hemp definition and sold in most states without a dispensary. THC pre-rolls need a licensed dispensary in a legal state. See cannabis packaging regulations.
Price. A 1g CBD pre-roll is $6 to $12. A dispensary THC pre-roll is $8 to $20 before tax. Full breakdown in how much do pre-rolls cost.
Smell. Identical. Hemp and cannabis smell the same when burning, which causes a lot of roadside misunderstandings.
Testing. Dispensary products are tested for pesticides, heavy metals and microbes by state mandate. Hemp products are tested for potency because that proves the 0.3 percent claim, but contaminant testing is voluntary. Ask for a full-panel certificate.
Will a CBD pre-roll fail a drug test
It can, and this is the most important practical fact about them. Drug tests screen for THC metabolites, not CBD. A CBD pre-roll contains up to 0.3 percent delta-9 THC, and regular use can accumulate enough to cross a screening threshold.
If you are tested for work, the safe answer is not to smoke hemp flower at all. "Broad spectrum" and "THC-free" labels exist, but they are far more common on oils than on flower, because flower is a whole plant and you cannot strip THC out of it.
Reading the label
A CBD pre-roll worth buying tells you:
CBD percentage or milligrams per joint. A 1g pre-roll at 15 percent CBD is about 150mg in the joint. You absorb a fraction of that.
Delta-9 THC percentage. Should be stated and under 0.3 percent.
Strain and batch number.
A QR code or link to the certificate of analysis, ideally a full panel covering pesticides, heavy metals and residual solvents, not just cannabinoid potency.
Packaging or harvest date. Hemp flower dries out and loses terpenes the same way cannabis does. See how long do pre-rolls last.
If the pack gives you a CBD number and nothing else, you're buying on trust.
The 2026 change worth knowing about
Congress changed the federal hemp definition in November 2025 so that the 0.3 percent limit applies to total THC rather than delta-9 alone, with the change taking effect in November 2026. That is aimed at intoxicating hemp like THCA flower, covered in what are THCA pre-rolls.
Genuine high-CBD, low-THC flower is generally expected to stay compliant because its total THC is already low. But the rules around hemp are moving quickly and state law varies on top of the federal position, so check the current status rather than relying on this paragraph.
For brands: packaging a CBD pre-roll
Two decisions.
First, child resistance. Hemp isn't required to be child-resistant under state cannabis rules, because it isn't sold through that channel. But most serious retailers now ask for it anyway, and it costs very little on a pre-roll tube or carton. Formats are in child-resistant packaging.
Second, say what it is on the front. The single biggest source of complaints in this category is a customer who thought they were buying THC, or a customer who thought there was zero THC. Put the CBD number and the delta-9 number on the face of the pack, not buried on the back. The carton and multipack options are in pre-roll packaging, and the bag formats in CBD mylar bags.
Quick answers
Do CBD pre-rolls get you high? No. They contain under 0.3 percent delta-9 THC, which is not enough to intoxicate.
Will a CBD pre-roll show up on a drug test? It can. Tests look for THC metabolites, and hemp flower contains a small amount of THC that can build up with regular use.
How much does a CBD pre-roll cost? $6 to $12 for a 1g single, less per gram in a 5 or 10 pack.
Are CBD pre-rolls legal? Federally yes under the current hemp definition, subject to state law. The federal definition changes in November 2026, aimed at intoxicating hemp.
How long does a CBD pre-roll last? The effect comes on in minutes and fades over two to three hours. The product itself keeps for months in a sealed, child-resistant pack with a humidity control pack.
